Community risk register
- Warnings and alerts
Regulation 15 of the Contingency Planning Regulations 2005 requires the general Category 1 responders in a local resilience area in England or Wales, as part of the local resilience forum, to co-operate "in maintaining a register ('the community risk register') of the assessments carried out by each general Category 1 responder under section 2(1)(a)" of the Civil Contingencies Act 2004, the duty to assess the risk of an emergency occurring. Each responder must inform the others of its assessment, except where it contains sensitive information whose sharing would harm national security or confidentiality, and each must have regard to the register when assessing risk. Regulation 17 makes the same provision for Scotland through the strategic co-ordinating group, and regulation 16 requires copies to go to the Secretary of State or the Assembly.
The Be Ready website says each local resilience forum "publishes a Community Risk Register which sets out the different risks most likely to cause disruption in your region", linked from the gov.uk contact page. The National Risk Register 2025 says community risk registers "focus on the highest priority risks in each local area" and that the national register "should be read in conjunction with the CRR for the relevant local area".
In practice
The register for your area is on your local resilience forum's website and tells you which hazards it has planned for.
