Civil Resilience

Regional resilience partnership

  • Bodies and roles

The Be Ready website says that "the equivalent of Local Resilience Forums in Scotland are Regional Resilience Partnerships". Its page on how UK resilience is organised counts "three Regional Resilience Partnerships in Scotland", alongside the 38 local resilience forums in England, four in Wales and three emergency preparedness groups in Northern Ireland. The National Risk Register 2025 gives the same count and says these local partnerships "play a critical role in bringing local responders, such as the emergency services, together to plan for risks".

The gov.uk page of local resilience forum contact details says that details for the partnerships are on the Scottish Government's Ready Scotland website at ready.scot. Be Ready adds that community risk registers for Scotland are published on the FireScotland website.

The statutory basis in Scotland is different from England and Wales. Regulation 5 of the Contingency Planning Regulations 2005 requires the Category 1 responders in a Scottish local resilience area to co-operate in a single forum, which the Regulations call the strategic co-ordinating group.

In practice

A household in Scotland looks to Ready Scotland for its partnership and to the FireScotland website for its community risk register.
